A non-functioning E30 odometer is often a victim of failed odometer gears. Over time, these gears will fall apart leaving the odometer non-functional. These gears are designed to replace your factory gears returning your odometer to functioning condition. These gears are for US model Motometer manufactured clusters. The brand of your cluster can be found in the center near the check control light.
